About strengthen student dormitory safety and electricity management notification(Trial)

             

      For cogent strengthen students security of electricity management and standard management procedure, ensure that the vast majority of students' life and property safety, the combination of the previous student Residence safety inspection problems and recent dormitory several electrical fire of the actual situation, the relevant matters are hereby notified as follow

1.      The definition of illegal use of electrical appliances

(1) Here refers to illegal usage of electricity means: in the management of students' dormitory regulations expressly prohibits the use of high-power electrical appliances; which generally refers to the use of electrical resistance. In order to ensure the safety of the school dormitory, defining the rated power at 500 watts or more purely resistive electrical rules for electric appliances. For example, electric kettle, electric cooker, electric cup, induction cooker and so on.

(2) Things like electric heater, electric stove, electric frying pan, and electric cooker, regardless of the power size, including electrical equipment which can easily cause fire are all strictly prohibited.

(3) Any discrepancy specifications of electrical products, regardless of the power size, all needed to follow the school rules with electrical appliances.

2.      Prohibition of the use of illegal electrical equipment

The Ministry of education, Ministry of Public Security Office stated in “fire safety management regulations” pointed out explicitly: “In places like dormitories, classrooms, auditoriums and other crowded public area, illegal use of high-power electrical appliances are strongly prohibited”.

3.  Strengthen inspection to prevent illegal usage of electrical appliances

(1) Check mode: Student Dormitory Management will be responsible for daily inspection, working together with Campus Security Department and International Student Affairs Office.

(2) Check points:

a. If any violation occurs, no matter the reasons, students will be removed from the dormitory, and dispose according to the related stipulation.

b. Register when the illegal use of electrical equipment occurs, and when students needed to be removed from the dormitory. Post identification labels on the violated electrical appliances. Inspection personnel need to sign on the registration when the inspection is over.

c. The foreign student dormitory is the main area for foreign students to carry out ideological education. There are no housing rental contracts between school and students, so the dormitory safety is the major problem which related to the campus public safety. Therefore, it is the school offices’ duty to run security check and other necessary procedures to ensure the safety of the dormitory. If a student is not at his/her room, inspection personnel can open the room to check when there are two or more people appeared.

d. During the safety check, inspection personnel should always wear identification, if students are in the room, must show the identification and explain to students the content and the purpose to run the check. It is the students’ obligation to cooperate and obey any school regulation, and no reason to object or refuse to have the room checked.

e. Disposal of check result: Any electrical appliances which violated the dormitory rules will be taking away and the dormitory management office will be keeping them and sign a receipt. Students can get them back with student identification card or passport at the completion of study.

4.  Strengthen safety consciousness and secure usage of electricity

(1)   It is the class advisers’ obligation to teach and alert foreign students the safety usage of electricity, cooperate with the dormitory management office supervise students on which electrical appliances are illegal to use.

(2)   Students who live in the dormitory have to use safe and approval electrical wire, patch board, and electrical appliances. At the same time, check all the powers in a period of time.

(3)   If a fire is caught during the usage of electrical appliances, students should manage properly on time, and contact the dormitory management office immediately.

(4)   In order to ensure dormitory safety, each room should not have an electric power more than 3000 watts at once (including electric water heater in the bathroom and the air conditioner).

(5)   The dormitory management office should invite Campus Security Department and Logistics Services Department to reinforce with the repair and maintainces of the dormitory, as well as daily check with the electric wires, to ensure all the equipments working properly.
